Implementing the highest HSE standards during the construction and operation of the Kstovo polyvinyl chloride complex is an integral part of the Company’s mission of RusVinyl LLC.

The Company is conscious of its social responsibility to

· ensure favorable environmental protection,

· safe working conditions, health protection of RusVinyl employees and local community in the area of the Company operations,

· implement the Health, Safety and Environment Policy in compliance with the applicable Russian law, and basing on the best Russian and internal practices.

The objectives of the Health, Safety and Environment Policy of «RusVinyl» LLC are to:

· minimize and prevent negative impacts on the environment and the community in the area of the Company operations;

· organize the Company operations according to methods that do not harm the ecology of the working sphere and environment of the staff including by up-to-date protective means;

· ensure continuous improvement of HSE performance, including without limitation, through reliable process equipment, its safe and accident free operation, introduction of new technologies and automated emergency systems;

· implement and improve efficient productive control, internal and external supervision to ensure compliance with the Health, Safety and Environment regulations at the plant;

· ensure permanent and all-round improvement of safe labor at the enterprise, minimizing the risk of the occurrence of accidents and injuries at work.

To achieve the above-specified targets the Company commits to the following:

· To implement the entire range of measures in order to minimize and to prevent negative impacts on the environment, the Company personnel and the community in the area of the Company operations as a priority before other measures to eliminate impacts consequences;

· To develop the Company’s spheres of activity, to make and implement any production-related decisions taking in account environmental issues, as well as production risks;

· To ensure compliance with the applicable Russian and local law, governing work, industrial and environmental safety;

· To request that all RusVinyl employees perform their work in compliance with the applicable industrial, environmental and work safety and to permanently provide HSE instructions and advanced trainings to the Company’s personnel;

· To request that organizations contracted by RusVinyl comply with the industrial, work and environmental safety regulations adopted by the Company including without limitation by add in their contracts RusVinyl HSE requirements and methods of its fulfillments;

· To implement the entire range of injury and accident prevention at the plant;

· To continuously improve RusVinyl Health, Safety and Environment system.

All RusVinyl employees are responsible to implement the Health, Safety and Environment Policy. The Company management is responsible to make sure that this Policy is fully implemented.
